Get him a portable external battery for his cellphone, or a bluetooth waterproof speaker.

 

edit: I recommend the brand Photive, I own both the external battery and the speaker (there are many models) you can find them on amazon.

tech is really an as needed thing, but the things I would buy for somebody are USB battery packs, Wireless Qi kits for their phone if applicable, USB drive(with micro usb OTG port) HDMI to VGA adapter(I've found it really handy) maybe some keycaps.
