That's totally a normal temperature for a 280x.

Thats really good for a graphics card especially AMD

The 280x is actually quite efficient, it's only only the 290 and 290x really which are energy hungry monsters, though not even that much more than a 780ti. The power consumption of AMD's cards is grossly overestimated.
