GPU usage not at 100%... nor is the CPU usage

It's not a CPU bottleneck, nor RAM, SSD, GPU, or power profile bottleneck... reducing my FPS to around 20. It seems that the only time that the GPU usage gets to 100% is when I'm standing still in-game. Could this be indicative of a bus bottleneck? I am using PCIE 2 x16.

 

My question is in regards to theory, but I'm certain some guy will ask for 'specs'... I don't know if this is relevant, but here they are to satisfy that question before it is asked:

I don´t think you´ll need an upgrade.

Try activating Vsync (save) and disabling vsync again (save)

 

Btw: what game do you play?

No, PCIE 2 x16 can't bottle a single 7970. What game is that?

Crysis with the Crysis Expanded mod.

 

The base game uses 100% gpu and I get over 60fps, so I emailed the dev of this mod to ask him how I can optimize it. He hasn't responded yet
