You probably have the "listen to this device" box checked.

Go to Control Panel\Hardware and Sound

Then click sound -> recording -> "the device name" -> listen -> uncheck the box (first one on the listen tab).

Probably the result of poor drivers or poor shielding of the audio circuits, or poor quality noise filters on the power circuits.

If this only just started, it could be a sign of capacitors on the motherboard going bad.

Make sure that you are plugged into a black or white USB port..not a blue or red USB port. Do not use the case USB ports. You may want to remove any other audio software drivers . My CMstorm Sirus head set when used with the USB DAC will whistle and buzz. I needed to remove my analog software install the USB software..then reinstall the analog audio. It works now on both USB and analog, without the whistle and buzz.

Your best effort is the easiest thing to give to someone else..
