GPU Going 1/2 power

So i'm OCing my GPU (Afterburner W/ a 980)... The Power keeps going to 51%, and the coreclock to 529.... The only way I found to stop this is to restart... It's not near the max temps I set through Afterburner... This is canabalizing my FPS in games too... Halp!

ITs called throttling. What are the GPU temps?

Could it be GPU boost 2.0 messing with it? I can't find where to change that at...

I was using MSI Kombustor... It did happen when not overclocked...

So what does the gpu usage do during all this?
