Based on recent AMD vs Intel discussions, it would appear that your CPU will bottleneck your video card.

I have been told (and seen some videos) that would suggest going with something like a R9 270 to pair with a FX-8350.

If you get easily offended by people on the Internet there is something really wrong with you. You focus on the opinions of a few people instead of worrying about why you have a terrible taste in video games.

is the fx 8350 any better s?

http://youtu.be/26UKz42uQ1Y?t=24m14s

This was a pretty comprehensive video I saw yesterday. The TLDR of it (which is where I am starting the video) is that the FX-8320 will be best paired with a video card like a R9 270. Getting a better graphics card (such as your R9 290) is kinda like throwing away your money because your CPU will limit it.

If you really want to get an R9 290 (or other higher end video card) you might want to look for a locked i5 (one without a k on the end). They are cheaper but will still perform better for gaming.

I'm having trouble finding an i5 for under the price of a FX-8350, but I could be mistaken. Might also be Canadian prices.

What is your budget and what kind of tasks (besides gaming) do you have in mind? If you post your PCPartPicker again we might be able to build you a new rig that can use the R9 290.

The point is that when you take into account the price of the CPU, the price of the board (minimum Gigabyte 970AUD3P), the price of the Hyper 212 heatsink (even at 5Ghz 8350 can't match 3.2Ghz i5 in gaming usually), it's not cheaper but hardly is it more expensive either to have bought an i5 4460, no heatsink, and an ASRock B85 Anniversary board. Better gaming performance.

The cheapest i5 costs more than the FX but for gaming it is better

Intel Inside. Overweight guy in his 30's outside.

Going to have to wait until late tonight or tomorrow morning before I can lend you a hand, but one thing that sticks out is the sound card. Are you a big audio buff? Is having a sound card a must have for your build?

I also assume that with the red memory and case this would be a red and black build. I'll try and have it stick to that.

it would be fine if some one makes a better build for me  around 1100 usd

Ok check this out: http://pcpartpicker.com/p/kdQ8XL

I used the 4690k and the case you had previously selected. I did not add the soundcard and the graphics card is a little different but still an R9 290. If you see something you don't like, feel free to change it. It's your build.

Now note that there appears to be a compatibility issue with your case and video card; the card may be too long and you may have to remove hard drive trays. I'm leaving this issue stand and you can address it as you feel the need.
