should i leave it all the way to the right when i go overclock? or is all the way to the right is extreme?

all the way right should be fine.

Just make it as high as Afterburner will let you. The power limit slider is designed to stay within safe limits so crank it up all the way. It's manual voltage control you want to be careful with.

For OCing maxing it out can help with stability issues. Sorry to hijack your post OP, but I have a related question:

Increasing that can higher the power consumption?

I'm able to overclock GTX 970 to 1500Mhz Core/8000Mhz Memory with 100% PL, but I don't now if that's hurting my card and I should max it out (112%).
