windows tiles

yeah sorta like that, except with the windows tile, there are more rows and columns and there all zoomed out.

 

You can change that within the Metro settings menu. Unless you have a lower quality monitor. 

Do you mean the display scaling?

Right click, screen resolution

Make text and other items larger or smaller

then choose the smallest one if possible

That only happens with higher resolution monitors or if you downscale

There is a separate scaling menu, where you have to set it to "Make items on the display smaller" and it makes the metro icons and such smaller. And the charms bar. 

But not desktop.
