The only motherboards that support flashing BIOS without CPU is some models by companies like Asus that have USB BIOS flashback. If you don't have that feature you will need a Haswell CPU to flash BIOS if it doesn't come with a refresh-compatible BIOS pre-loaded.

How to know with which bios the mobo comes? Personally I will buy the i3 4160 which is the haswell refresh and the gigabyte H81 mobo and their website says that it is compatible with all 4th gen intel cpus, including mine

You can't know. But what you can do if it happens to have ancient BIOS, is to take it to local pc store and have them flash it.

You don't. It's luck of the draw. If they give you a motherboard that they recently got shipped in it will come with the new BIOS. But if they give you one that's been on the shelf since before the release of Haswell refresh, it won't have the new BIOS.
