The fan ramping to full speed is just BIOS testing that it works. Completely normal operation. You don't need to change thermal paste everytime you take the cooler off. Like you don't need 90% isopryl alcohol to clean it. It's just something PC snobs like to suggest.

 Hello there.Just bought i5 so what i did was kinda stupid i guess.I putted cooler then i removed it putted in other position(i5 stock cooler logo was down so putted up lol).it was probably 10 minuted on wrong position before i switched it.Me question is did i had to remove thermal paste and apply new one or it all fine ..Only thing is when boot pc, cpu fan makes extremely loud noise for 2 sec then is k is that normal ? Temperature seem fine around 30 while looking Internet and using some programs.Thank you for your time.

If it's not over heating then it  is fine

what can i use instead of 90% isopryl alcohol? im about to build my pc and i cant find this... i bought 70% from a pharmacy but im shure if i should use it or not...

70% is fine, I think. Personally I use soft paper towels or toilet paper. Some use coffee filters.
