My CPU has 88w TDP. The dark rock 3 has 190w TDP, sooo, does that mean it's more than double sufficient enough to cool the CPU at stock?

Assuming you don't over clock then yes. When you over clock the tdp goes through the roof.

Yeah, I'm just wondering how much TDP is generated by overclocking.

Now, let's take this to scale, the 8350 normal tdp is 125w, but at around 4.7ghz its about 220w.

It's worth pointing out that be quiet are awful when it comes to quoting tdp, the shadow rock slim (160w) performs better than shadow rock 2 (180w) and my pure rock (130W) fits right in the middle of both of them and I have an 8350 that's running at 4.6 ATM at 39c.

Moral of the story, trust the benchmarks.

Basically yes, but it depends on the measurements of the manufacturer. 

The cooling capability of an heat sink is positively affected by CPU Temp and air flow through the heat sink and negatively by the ambient temperature.

If one of these values is off from your real life values the given cooling capability is wrong.
