do you think you could expand on that just a bit

modern graphics cards can't even saturate pcie 2.0. As stated above, a motherboard can't bottleneck a cpu. 

 

For an example; lets say you can magically get a 5820k to work in this motherboard http://www.newegg.ca/Product/Product.aspx?Item=N82E16813128423 and still have it run in pcie 2.0, you will notice no change than you would with something like an msi x99s sli. 

But say you try to use a r9 290x with a pentium e5200 that would bottleneck it, and a lot.

I would say yes. I would see if you can get a FM2+ motherboard. and then pick-up a 760k or 860k with a nice cooler. That wont bottle neck anything and will allow you to overclock. You should also see performance boosts in other things.

what would be the best cpu for am3 socket be and am i going to get any "worth it " gains by adding a good cooler and over clocking

Phenom II X6 1100t overclocked to 4GHz.

so after some more reading and some testing my lowly athlon II 640 four core is running at 100% while gaming and my gpu is at about 70% (xfx 6870)  nothing overclocked

 

i am trying to find either the phenom II 1100t BE,1090T BE, 980BE, 975 and cooler to do my first over clock

 

but what about gpu. will i now have head room on cpu side for more gpu power,  should i run another 6870 (even tho the second slot is x8) or is there a diffent gpu songle or crossfire/sli that would be a good choice to match
