R9 280X - > MSI,Dual-X,Sapphire

R9 290 - > Asus (Stock fan),Powercolor - TurboDuo

 

budget and r9 290 powercolor

The MSI 280X is definitely the best cooler. I had the Sapphire one, but sold it because it was too loud. I now have a 290 and I'd definitely recommend it over the 280X, the increase in power is quite noticable. The ASUS R9 290 is probably your best bet, although I've heard good things about the PowerColor one as well.

 

edit, do not buy the asus if its a stock cooler. Stock cooler on an R9 290/x is an absolute no-no.
