Why would you put that psu in when you can get a better one for $30? You can also get a better gpu when you do that.

This build  is the best I can think of for that price.

mate uhh could you possibly downgrade the video card since its a bit over budget in base total? cuz a 3gb dual video card is really good but i think a 2gb would work fine as well. but thanks :)

Ok, I switched to a different model of the GPU. This gpu is amazing, it an run games on ultra and will last for quite awhile. This new build also has a better motherboard but is still significantly under $450. http://pcpartpicker.com/p/q3M4GX If you want to overclock the cpu more, you can slightly lower the motherboard and get a hyper 212 evo.
