How to request a sticky?

I want to make a malware removal thread and hopefully get it stickied.

I think if mods think a thread really adds value to a subforum, it will get stickied.

If you're talking about a stickied Guide/Tutorial, we don't exactly do that.

Since it's a common issue, would it be more helpful to pin it right to the troubleshooting subforum, or is it just out of the question?

I can maintain it and make sure all links are up to date. 

EDIT: I see there is already a malware removal guide in that thread, but it is a bit out of date and uses far less tools than mine does.

Guides should belong in the Guides and Tutorials section unless it can for some reason address most of troubleshooting--which I don't see happening.
