Website keeps opening during system boot

Did that already. Nothing suspicious found.

 

There are two places startup items can hide:

 

  • %appdata%\Microsoft\Windows\Start Menu\Programs\Startup (browse with explorer) 
  • The registry. Windows 7: Hit the windows key+R, type msconfig, hit ok, click the startup tab. Windows 8: Open them task manager (Ctrl+Alt+Del -> Task Manager, or righ-click the start bar -> Task Manager), expand to the full view, click the startup tab.

It will be a program not just a web url. In your case "ooov.net" is the name of the application you need to disable.

 

You then need to remove it from your browser because it comes packed with an add on/extension

 

  • Chrome: In the address bar go to chrome://extensions/ and delete the extension.
  • Internet Explorer: Click the settings gear, manage addons, right-click and disable the extension.
  • Firefox: In the address bar go to about:addons and delete the extension.

I recommend you try out AdwCleaner, the person from the first thread reports that it worked for them:

Often these adware problems aren't detected by antivirus/antimalware as they are not seen as a threat. Give AdwCleaner a shot and see if it helps.

Also be careful what you download, this particular issue seems to be related to Far Cry 4 piracy (I'm not accusing you).
