So I was rendering a video and the temperatures were sitting around 65 degrees and I have my i7 4770k OC'd to 4.2 at 1.170V but on occasion I saw my CPU jolt up to 1.216V for some weird reason and my temps jump up to about 75 degrees and I don't know why? It's being cool by a H100i.

The temperature increase makes sense; are you using adaptive voltage?

Not at all, but that likely explains the voltage increase.

That sounds insanely hot for a 4770k. INSANELY. Not that it's becoming dangerous or anything but cooling it with an h100i and it get even into the 60's while not doing burn tests sounds crazy.

Well what's wrong because I have reseated it about 3 times but I'm starting to think it's the CPU

It might be just a bad cpu, I mean I don't think it's worth looking into an rma if you don't feel you need to overclock it more but im running a 4790k at 4.6ghz and 1.26V with an evo 212 and my burn test average about 76-77c. So I am not sure what the issue is but you shouldn't be getting temps like that until you start pushing past 1.3V

But there is a problem with every 4770k's dye being soldered on and running very hot but I do wanna overclock farther

I don't think you can RMA it. If the CPU is fine at stock speeds, RMA is not possible because it meets Intel's advertisement.

Heat spreaders are not soldered on. They stopped that after Sandy Bridge. That's why Sandy Bridge runs so much cooler than the later architectures. The heat spreader was soldered on.

Also, the die is always soldered. That has nothing to do with temperatures.

Yeah they don't typically do that, but I heard of people doing an rma when their 4770k cpu couldn't clock past 4.1ghz. I've only heard of that once though.
