is the Hyper 212 evo a good upgrade to the i7 4790K

Yes, for lighter overclocking. 

 

If you want to do some heavy overclocking/really push your chip hard, then you should be looking at something like an Noctua NHD15, Corsair H105, NZXT x61, etc...

yeah pretty much anything aftermarket cooler is a good upgrade from stock, although if you plan on a lot of overclocking I'd suggest going watercooling

If you have the money, a Noctua NH cooler is much better (maybe not in terms of value really...) and quieter. If you have the money to buy a 4790k, I suggest you spend a bit more money on the Noctua cooler.

yes, does not take much to beat the stock cooler. You wont be able to do any serious overclocking though.

If you have the money, a Noctua NH cooler is much better (maybe not in terms of value really...) and quieter. If you have the money to buy a 4790k, I suggest you spend a bit more money on the Noctua cooler.

The EVO and Noctua coolers are good choices also Dark Rock 3\Pro 3 can be a good consideration, yes its expensive but you get what you pay for. A quiet premium product that'll last you quite sometime with some room to overclock if you really have to.

Would you be able to lend some advice? I'm using an Intel i7 980 and switching to fans instead of liquid cooling. I'm not overclocking though, but may in the future, not sure. Will the Evo be good? I don't mind spending some money...I want something that does not sacrifice on performance. I've ordered a Noctua Nh-D14, but I'm not 100% sure it will fit in my case. I did some measurements & I think it should. It arrives tomorrow, in the case that it is slightly too big I will need an alternative. How is the Evo? Or other HIGH PERFORMANCE Cpu fans? Like I said I don't overclock, but I play ultra games, stream, render, record, and do heavy tasks of my PC daily. My CPU gets a workout.

The 212 Evo is already more than enough if you weren't planning on oc'ing. The NH-D14 is much overkill.
