It's a pretty cheap GPU... get a 270x if you actually want to game a bit.

CPU: i7 - 2600k. GPU: GTX 1070. Mobo: intel something. RAM: Corsair XMS3 @1600Mhz (8GB). SSD: Crucial MX100 256GB. HDD: WD Green 1TB . Case: Cooler Master HAF XB EVO Monitors: LG 25UM65-P and Benq 2200HD Keyboard: Corsair vengeance K70 FPS Red switch. Mouse: Logitech G502 Proteus Core. Headset: Steelseries Siberia V2

It would be beneficial to know all your system specs to narrow it down to a bottleneck, along with the settings you are playing it at. The card should be capable of playing the game based off a few YouTube videos I saw, so no, I don't think it's the card.

 

If you are skeptical though about it performing poorly, I suggest getting a refund from EA (their Great Game Guarantee programme)

I have personally play Most Wanted on an E8400 + HD7750 at 1280x1024 machine and it's certainly playable with >30fps. Maybe you can try reinstalling the driver.
