i was shopping for some ram for my computer and it says the cas of the ram is 9, what does it mean?

It's cas latency. It's a delay and you want it to be as low as possible.

At a VERY simple leve, it's the delay between when you send a signal and when you recieve it. Lower is better, but it does not make THAT much of a difference.

CAS 9/10 at DDR3 1866 to 2400 MHz will be fine for most use cases.

Latency - determines how long the CPU has to wait for a response when a request is made to the memory.
