Yes, but do it with PWM control rather than voltage control (unless you already have a DC fan hub, in which case DC control is fine.

"Good" and "Corsair" when talking about fans are too words that shouldn't be used in the same sentence.

 

Also yes, get them down to 1450 RPM.

Can you undervolt the corsair sp120 pwm high performance to be as quiet and as good as the corsair sp120 pwm quiet edition?

If you are gonna run them at that speed you may aswell get the QE's. Or just get quieter fans
