r9 290 trix x problem please help!

hi guys, i bought an r9 290 trix a few month ago and i am having issues with it. The problem is that i have gpu usage drops on any games, from 0 to 100 percent and with or without vsync. this cause fps drops aswell and makes games somewhat unplayable.I went to the rma and they told me it was my psu (seasonic 620 w bronze) that was failing. I was pretty sure it was not the case but anyway i bought a better psu. And i am still having the problem. I tried a bunch of different drivers, on a lot of games with mantle, nothing worked, i even reinstalled windows 8 without sucess. I also noticed that my hdd is almost always at 100 percent usage so i tried another one but it didnt really worked. It is also weird cause my cpu usage is also pretty high 80 percent on bf3 for example and i was wondering if my cpu had a problem.

 

my full setup is a i5 3570, gigabyte h77m d3h motherboard, 7200 rpm hitachi ssd, 8 gg vengeance ram, 750w g750m for coolermaster. 

 

i also tried some benchmarks like valley and my score was ok (57.6 avrg fps on max and 2409 score) and furmark however those only stress the gpu not the cpu and hdd like a game so maybe the problem comes from there.

 

Plus i installed my brothers r9 270 and it worked fine.

 

i was just wondering if any of u had an idea from where the problem could come plus is it possible to have a bottleneck with a 3570 cause its usage is often high but not always a 100 percent.

 

i joined a pict of msi and as u can see temp is not a problem and no overcklock as well.

Whoops did not see that you posted your computer specs, It does sound like a fault with the card if your brothers less powerful card manages things ok, Have you tried testing it in another game except BF3/4?

Ram : 2x4 (8gb) Corsair Vengeance ram 1600 mhz 

Power Supply : Corsair Gm 750

Hard drive : Hitachi 1tb drive 7200 rpm

yes i tried a game called rising storm got crappy fps and watch dogs only 20 to 30 fps when everything is maxed

on crysis i also have bad fps but drops were mosly on bf3 and bf4 idk why

i have also send my card to the rma told me it was dead and gave me a new one as well same problem so prtty sure it is not a card poblem
