FPS Limiter on Consoles

I've been in a lot of discussion with some of my friends and brothers about the mythical 30 FPS cap on the XBOX 360 and the PS3. On some games that makes sense but they say it's all games and everything about them. I've played more Forza 3 than I'm willing to admit, and that game along with games like COD (echk), side-scrolling platformers, 2-D games, and general things of that sort look like they have much more than just 30 FPS, especially things like Forza 3's decal maker.

 

(TL;DR) So my main question is: Do the current gen consoles have a 30 FPS limiter?

Forza boasts about running at 60 fps...

(And the physics engine runs at 360 Hz)

Nah they're just sh** and can't get more than 30fps most of the time :P

I'm not really at all a console gamer, the only thing I play on there is Forza, everything else is on my computer. My brothers on the other hand play things like Battle Block Theater, Skull Girls, Halo, and games of that nature.

I only like sport games on consoles.

CoD can run at up to 60 fps, at least from what I have heard
