I heard that AMD lovered the price of 290 (or 290x) to 299 (i don't live in USA, so i'm not sure), so you can get him that.

You could also go with 970 (better option), and go with 500W PSU.

You definitely don't need a cpu cooler...

P.S. Couldn't open all the links, too many tabs so chrome is going to crash... :(

You don't need an SSD for a budget build...

I would go with the 2nd build, but drop down the GPU to either a 2gb 770 or an EVGA ACX SC 760 for only $200(USD) on amazon.

EDIT:

@SilverKnight is correct, with a non-K series processor you do not need a after market CPU cooler since you won't be OC'ing anyway.

Yes, it's only the motherboard and the length of the GPU which, if you get the correct one, are shorter than the windforce card.

EDIT:

If we are adding AMD Cards into the mix as suggestions, the 285 is amazing. It  has all of the features from current-gen AMD GPU's and it has a lot of features from "Next"-generation GPUs as well,.Also amazing price to performance ratio.

The stock cooler isn't bad if you aren't overclocking and since you have a non-K processor I assume you wont be.

What Psu would work  500W but what Rating

I would go with at least Gold, and overshoot the amount of wattage by about 20% or what ever power level your power supply runs most efficiently at. So if your PSU runs best at 81% load than overshoot the amount of wattage needed for the components by 19%.
