I set him up with a x99 build and he's also looking into another case as the 900D is ridiculously overpriced in Australia.

Recommend him a good case, and tweak the build if possible.

The PC would be used for video editing, AAA titles on 1080p, some photoshop, etc.

A $4000 computer for 1080p gaming should be a sin

The first one is that it is X99. X99 is pointless for gaming, and will be for a few more years.

If you want to fill his budget (which isn't a wise idea, why should he waste money on things he doesn't need?) then more GTX 980s would make more sense than a 6-Core Enthusiast CPU. Even better, a larger SSD, second GTX 980, faster HDD and a far better PSU. Will be more future proof for graphics, have more internal capacity and higher performance for the main thing he is doing. And yes, a 4790K is fine for Photoshop. Hell, an i3 is if he is only dabbling.

Having built my computer my PC cost me AUD$2,177 including peripherals and I'm using an i5..., I'm already used to the fact that Australia is extremely overpriced that's due to GST which jacks up the prices by 10% - 20%... It's downright pathetic to know that things cost too much down here. If he's eyeing that Corsair 900D drop down to the 750D.

A few suggestions. An X61 cpu cooler does a good job reasonably quietly. A large ssd for primary storage. The WD Green stays for secondary/archival storage. The Phanteks Enthoo Primo Aluminum is a beautiful full tower case that is less expensive than the 900D. I would also suggest a much better psu.
