I wouldn't spend the extra $20, that cooling should be enough for the 760, it's not that hot of a card.

I would suggest getting the 3 fan model since it will probably be quieter and allow for better OC's

 

PS: The 3 fan model has a $20 mail-in rebate which would put it at the same price as the 2 fan model

I would get this for $10 over your budget (free shipping so not really), it easily out performs both of them 760's.
