Before I even ask anything I would like to know WHY you're considering upgrading to a 5960x.

 

As for your CPU issue: You do not necessarily need a custom loop to get it to 4.5GHz and it is also not the only factor. You also nee to be lucky in the silicon lottery to get it to 4.5GHz but assuming you get that luck to have it stable on 4.5GHz @ say 1.3V then a good AIO will also do the job. Swiftech H220-x, Kraken X61 and Corsair H110 spring to mind with good static pressure fans (H220x already comes with good static pressure fans I believe).

 

As for your GPU issue: Overclocking GPU's is only worth it if:

A. Your CPU can handle the extra power

B. Your FPS is not high enough to your taste (IE OC'ing a GPU when you have 75fps on a 60Hz monitor is not worth it and should not be done)

C. You have an environment that can handle this OC over a long period of time (A case with only 1 intake and 1 outtake is not sufficient for example)

 

Buying a superclocked card basically means paying extra for a factory OC that you could do yourself as well. It can differ greatly from card to card though.

You don't even specify what kind of GPU you are looking for...

 

If you want to have a stable overclock a good custom watercooled loop helps or at least an AIO like the CorsairH100i. If you OC an OC of 4.5GHz is not guaranteed. It is based upon how good the CPU is. If you have bad luck on the silicon lottery you might end up with 3.7GHz. The Haswell E CPUs are all soldered which makes them good overclockers but there's no guarantee at all.

 

OCing the right way gives you always an improvent over standard clocks. But you need to have a bit experience in order to do it the right way no matter if it's a CPU,GPU,RAM.

 

If you have no idea about OCing I'd read and watch guides first to keep it save.
