Fx-8320 and overclock it. 

 

unless you want to run dual gpus in this build, I'm sure they are better and cheaper 600-650W power supplies

wel i know what bottleneck is and it does in crysis 3 cpu is 100% and GPU is 80% 

Still looks like something is wrong with your machine.

I don't get 100% CPU usage in Crysis3 (Using a 4690 non-K @ stock) @ 1080p Maxed with 2xAA

I'm at 40-70% variable CPU usage with 99% Gpu Usage.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

i am not overclocking it to max yet only 4.1 since its on stock cooler its still inn save temps now with maxes on 65c dont want to push more untill i get AIO

Omg, Even if what you said we true. do you really think the fact that I am using a 750ti is going to change anything. It's a fucking dual core running the game. I've even created games using the Damn engine... I know it runs perfectly fine on any i5.

You say that your only hit 80% yet MSI AB clearly reports a maximum of 99%, unless the way AB reports things has changed since I last used it you're wrong.

 

BTW I get full utilization with my 3570k downclocked to 4.1Ghz and a 4670k is slightly faster clock for clock.

it does make a difference the 750ti is not at all that powerful vs a 780 and that CPU is a Unlocked G3258 and its devils canyon. and with a 4.2 overclock it can keep up with the 750 no problem and just FYI is nothing special to have coded in the cry engine since its a complete engine

can you test if your GPU usage goes up when in a menu ? i know it sounds weird but my GPU usage jumps up when i press ESC

It it uses about 40% on the main menu for me and then goes up when gameplay is being rendered. Using windowed mode can skew your results.

it does seem to be better maybe is just tge EVGA prescisioon Sooftware that mesuring worng buut CPU is still pined at 100% so i would not recommend none K cpu's at stock it would bottleneck

In ever so slight relevance to the OP,

 

I don't have any experience with AMD CPU's, but normally unless you intend to overclock, a stock cooler can hold you over if case and ambient temperatures aren't over the top. You could also consider going for a 128gig SSD, it will be enough to hold your OS/Utilities/Top-games, that 2 second loading time IS amazing in frequently used/with boot programs, but for 99% of your games having them run off your HDD is perfectly fine.

 

The case I won't give any suggestions, but you can knock another $20-$30 off if your willing to be flexible with umm..budgeted appearances

Once again I have to disagree, the GPU-Z chart in your screenshot clearly shows that your GPU was at full utilization. An i5 will not bottleneck a 780 plain and simple.
