cheapest office pc possible for email and Microsoft word. already have mouse, keyboard, monitor and windows 8

why do you want something cheap when you have a 5000 dollar desktop

it's for my dad's office. he doesn't need anything special

Just get a ChromeBook, or ChromeBox. Not sure, what would be optimal though, but I just watched a video about the Chrome OS from NCIX. I'll put it in here.
