Comes with mobo if you need more or need longer ones you have to buy them

In the motherboard specifications page it would list under 'accessories' the number of SATA cables it comes with.

Usually come with mobo and storgae device. My HDD came with one sata 3 cable and my mobo came with 2 sata 6 cables

They usually come with, atleast 2 in my experience. If you need more or are color picky, then you may want to order your own. Most come with solid black.
