Try replacing the compound. The H80i should have came with some pre attached.

Change the thermal compound, clean rad and fans. Keep in mind the h80i isn't a massive cooler

I have a 4790K and a H80i getting 4.6GHz and max load temps around 60 degrees. I know this may sound stupid but you did remember to connect the SATA power from the pump to your PSU? Just asking since I actually made the mistake thinking power comes from the three-pin connector on the pump.

redo the paste and when reattaching the block be sure you tighten the screws evenly. if you screw 1 side in then the other the block may not be making flush contact with the cpu even if the screws are tight. this is probably the third time ive seen people have issues with a cpu temp and it was almost always that it wasnt screwed in evenly

I doubt power would be an issue. Did you plug the RPM lead into your motherboard (I have a CPU_OPT 3-pin header)? What RPM are you getting? I get around 2300 RPM and would expect you to get the same. The pump should be run at max RPM all the time.

Core voltage is 0.793 V and its running 4.00GHZ. I know its not the biggest cooler but when i watch videos with same setup it runs cooler

 

Thats probably what it is on idle. How about under load when you having the temp troubles?

Its around 1.123

You should not be getting those temperatures at that voltage. Do a complete remount/reapplication of thermal paste and make sure both surfaces are cleaned with 99.99% isopropyl alcohol before you reapply the TIM. Also double check the mount to make sure it is getting proper contact with the CPU. An easy way to check if you're unsure of complete contact is to cut some small rectangular pieces from a sheet of printer paper and insert them between the CPU and the block about 1.5-2mm in on each side, tighten down the screws completely, and if you can pull out the paper it's not making contact. Obviously, remove the paper before you power/boot up ;)
