CPU usage 100% at idle

There seems to be a virus on my computer that is duplicating "iexplore.exe", "chrome.exe" and another program (which I assume is the actual virus) "ifalsui.exe" processes. I can end the process with the task manager but they just reappear after a couple of seconds. I can usually use the computer for a little while before it completely slows down and needs to reboot. 
I found "ifalsui.exe" file in "C:\Users\Lachlan\AppData\Roaming\Muoqqez\ifalsui.exe" but when I try to delete it, it says that it is being used in another program and cannot be deleted.

I've tried scanning with Malwarebytes but that doesn't detect anything and I've used Hijackthis delete some of the reappearing processes but that didn't work either

I'v also tried running in safe mode and and deleting the "ifalsui.exe" file but it reappears once I boot back into normal mode.

I'm out of ideas so if anybody knows how to fix this i would appreciate it

Avast and hit the boot time scan.

have you checked your add ins on your bowers? remove anything you never added

The only thing I used IE for was to download Chrome but I checked anyway and everything was normal in both Chrome and IE

well honestly i don't know sadly those were both the normal things that find what's wrong and there's nothing, id just wipe the drive like everyone suggested

No problem. Also do a "Boot time scan", it will restart your PC and scan for viruses before windows loads making sure that it gets all of them and that it gets rid of rootkits.

also you should go through your registry search for "ifalsui" delete each entry containing that, end all the processes after that then delete it from your files if avast doesn't do it
