Case fans and cooler

So, once again, Im looking for a cooler and some case fans

The budget is 20€ for the fans, and about 50€ for the cooler.

While using the PC today, I noticed that even at idle the computer is a bit noisy... Not sure if it is just the cooler or the case's fans as well.

I need a 120mm and 80mm fans, even though the stock fans move a good amount of air, they are a bit loud. The config is in my sig. Inb4 someone shouts 212 evo, it doesnt fit, GeminII M4, I dont think that it will fit with my super high profile RAM stocks...

I know that Noctua products are a bit overpriced, but for the cooler I am thinking about grabbing a NH-L9a.
