I have a 32 inch tv, I try to use 1920x1080 but it goes too big, meaning the borders are off of the screen, but when I try to use the next lowest resolution which I think is 1768x992, but it doesnt use the whole screen space. What I mean by that is there are black borders around the sides of the display about 1/2in thick

Does your tv have an auto adjust settings in the options menu?
