I believe it does mean adobe flash, no harm in trying updating it. (I'd be sure to go to the website manually, I wouldn't trust the popups as they sometimes could be from a virus)

The problem is that you are not installing the right Flash.

Aniallation got you the wrong link:

Get Flash from here: http://www.adobe.com/products/flashplayer/distribution3.html

Be SURE to download the correct version between IE or all other web browser.

(I also, like downloading Flash from the above link as you don't have the crap it tries to install, not even when there is an update of Flash later on)
