Graphics shouldn't matter its game play that counts 

I disagree. How immersed I am has a direct affect on my enjoyment and how immersed I am correlates with the graphics. However, this entirely depends on the game genre and what the games are going for.

 

I can have fun playing Pac-man because I know it's not trying to be something it's not. These games, on the other hand, are trying to be realistic. This means their graphics matter.

Ok fair enough but for me if a game has amazing graphics and shit gameplay it won't be worth the money spent

Yeah, but if it's trying to be realistic and has shit graphics but ok gameplay, I won't bother playing. I might not even bother playing if it has good gameplay. I'd need great gameplay to ignore the defect.

We should wait for the release of both games to judge them but to me, Order 1886 looks more like a movie than a game which doesn't make it look enjoyable at all. Its graphics are pretty decent but in terms of fun, Quantum Break could have the edge.
