Can you undervolt a locked CPU?

yes absolutely you can do that you have full control over all the voltages...you just can't bump the CPU multiplier.

Isn't this more useful for laptops?

No... it's useful for anyone who wants a cooler, quieter CPU/cooler.

 

I think voltage control comes from the Mobo chipset, the multiplier might be locked at say 35, but you should be able to fine tune the voltage on a Z97/Z87/Z77 etc board
