XMP - CPU bug?

Weird, I know higher frequency RAM stresses the IMC more but I doubt it'd cause a 25% boost.

 

Have you tried letting it sit for 30 mins or so and checking start-up processes?

So, yesterday I set my HyperX memory to XMP 1 @ 2400 MHz. I saved and went into windows. I then noticed that my CPU (i7-4770k) was now constanly running at 25 %. I quickly jumped back into the BIOS (My motherboard is the MSI Z87 g45) and turned XMP off. After reboot, the CPU was back to 0-5 % @ idle. 
But now, evertime i boot up, the CPU is hovering at 25 % - And if i start something like chrome with one tab open, it goes to 40 %. The BIOS tells me, that no XMP is selected. But if I turn XMP on and off, it solves the bug.

Any ideas on a fix?

My specs:
I7 4770k
H100i
MSI Z87 G45 (Click bios 4)
Kingston HyperX beast 2400 MHz 2 * 8 GB

Yep, if anything it goes up to 28 - 30%. As i boot, it starts skype, dropbox, samsung magician, geforce experience, and steam update.
