Opening Power Supply

Unplug the power cord with the PSU switch on, then turn on the PC and it will drain as it runs for a second or so.

After a bit of trouble shooting I discovered my rig is pretty quiet, ASIDE from my power supply.  The fan is pretty loud, so I figured I'd pop it open and try to either clean out the dust to see if that helps, and likely replace the fan all together with someone much quieter.

I've NEVER taken a power supply apart, but I've been browsing the web and youtube.  Sadly I couldn't find much help/assistance, everyone jumps RIGHT into opening the power supply then says...

 - Ground the power supply

 - Release the energy

 - Don't touch the capacitors

 

I guess my question (for now) is how do I release the energy???? I've seen a few forums say to let the PSU sit unplugged for a couple weeks.  Or I guess a better question is what steps should I take before and during disassembling the power supply?
