When looking for a power supply look for which one is the best quality on the inside, not which one is quietest. You will not be able to hear your PSU over your GPU and CPU fans anyways.

I have XFX 650W Proseries and I'm running it on R9 280x vapor-x on gaming I can hear the voice while wearing my headphones and it's really annoying while the CPU and GPU can't hear them at all :3

The XFX ProSeries are the only PSUs that have notably loud fans, so you're not alone. Pretty much everything else I've tried is really quiet though.

you could always look into those passive cooled psus TTL looked into a seasonic not that long ago
