A couple days ago I bought a Sapphire R9 280X Dual X Cooler, and when I try to load up Metro Last Light, I'm getting 16 fps on the lowest possible settings with no v-sync. Anandtech reviews shows that it gets at least 46 fps at 1080p. I tried it on my 1440 x 900 and still 16 fps. Anyone know what is happening, because I'm sure my card is not getting throttled or not enough power.

Is this the only game that its happening on? have you got the latest drivers?

Drivers are AMD Catalyst Beta 14.7 RC3, OC to 1020Mhz, Memory 1600Mhz Fan speed set at 65%, Temps are 58 Degrees while playing metro,

First thing's first.

When troubleshooting a computer issue, always put everything back to stock speeds. No overclocks.

If it was factory overclocked, okay.

 

I would suggest that you try the 14.4 Drivers (non beta ones) instead. There have been reports of similar issues with the beta software -- it is beta after all...

 

Have GPU-Z (or Afterburner) running in the background, keeping an eye on the GPU and VRM temperatures.

The overclocks were factory overlocked, 14.4 Drivers made no difference.

I have managed to have no fps drop driving in Watch Dogs, yet Metro seems very taxing.

Strange .. I have Sapphire 7970 (which is the old name for R9 280X) and played the full Metro Last Light without issues .. 

 

Try removing the driver totally (Uninstall), uninstall game, reboot, then install non-beta driver (e.g. 14.4) and re-install game .. 

 

Question: What power supply are you using ?

Does your card even go into 3D-Mode? I had some low framerates (10-20) sometimes, cause my r9 280x got stuck in 2D-Mode.

I disabled "Hardware acceleration" for the flashplayer, which might have caused this issue and so far it runs fine.

Happened to me. Was a driver problem. Ended up having to reinstall windows to get it working proper again..

 

290x and at some scenes it would drop to 19 fps with 0% gpu usuage.

Semi new build. Had it for three months since overhauling the components from AMD to a new Intel Setup. All hard drives were changed as well.. Old card was an R7 260X.

3D Mode is on. All other games get 50+fps. Watch Dogs even gets 80+ fps. Unigine Valley gets over 100fps maximum.

according to the specs of the mobo

 

2 x PCIe 3.0/2.0 x16 (x16 or dual x8) 
1 x PCIe 2.0 x16 (x4 mode, black) 
1 x PCIe 2.0 x1
 
 
these are the slots on the mobo you are using
 
make sure you didnt install the 2nd card on the black slot
 
 
use only slot 1 and 3

Use afterburner on screen display to check clock speeds while playing the game. The speeds should remain constant and not fluctuate. If it does fluctuate, despite reinstalling drivers and such, you may have a faulty card that requires RMA
