Do you have good airflow in your case? GPUs cools by air - not having it and GPU will try to get it by speeding up fan speed.

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Not really that good in my case :(

Then start with airflow. GPU will run cooler and more quiet.
