When i oc my FX 8350 even by 100Mhz all the games that ran at ~40fps now run at 25fps. Even Black ops 2 fps drops. Dont tell me this is a heat issue, it cant be. I am using amd catalyst manager to overclock.

If you can though, how could it not be an issue? Obviously it is because it seems to throttle like a maniac when you OC it (That's the only explanation I can deduce from the info you have given us).

You can oc both, but i used afterburner to oc gpu.

Overclocking does not always give a positive result. Also, check your voltage, as your CPU could be unstable at that frequency, so try overdoing the voltage a bit, and see if that helps.

Never knew it worked on AMD CPU's. Good to know (1 of my friends, the blasphemer, has an AMD CPU)

I didnt touch the voltage and i reseted the bios too. The fps lowers at all frequencys. Even at 100mhz oc - 4100Mhz

If you increase the frequency, you have to increase the voltage as well in order for your CPU to be stable.

Instability will cause random issues with your CPU, which is why you are noticing the lower performance.

start with the by disabling turbo boost and enable cool and quiet mode

Enable HPC

no don't adjust the PCI-E freq

Cant find HPC. Is it high performance computing? cant find it. I looked everywhere. Not in OC tweaker, not in Advanced CPU configuration where Cool and Quiet was.

Cant find HPC. Is it high performance computing? cant find it. I looked everywhere. Not in OC tweaker, not in Advanced CPU configuration where Cool and Quiet was.

put the voltage near 1,46V~1.48v and the cpu multiplier to 24~25 and test it," 

Should i do this too? And what about Cool and quiet mode?

 

On skyrim at ultra setting and +20 mods and enb on 4,2Ghz my temp doesnt go above 40*C. Cooler - Zalman CNPS5X

Do not throw 1.46v through your 990FX Extreme3. That 4+1 phase VRM will toast itself.

My oc is good - 4.2Ghz with curent setting - apm disabled , spectrum enable, turbo disabled, cool and quiet enabled, c6 state enabled.

My oc is good - 4.2Ghz with curent setting - apm disabled , spectrum enable, turbo disabled, cool and quiet enabled, c6 state enabled.

You disable them for stability testing but I re-enable them when it's clear my OC is stable.

Your CPU might be good at those settings. But I would refrain from pumping too much Voltage through a board that is not designed for it.

1.3625V, going to test 4400Mhz.

1.36 is safe, see how high you can get with that. My 8320 did 4.3ghz at 1.325 so I imagine you got some headroom.
