My pc is an HP Desktop.

Since you already have a GTX 660, get a motherboard and a CPU rather then an APU.

Will this do any bottle necking ? Like keeping the GTX 660 Stable?

It will be perfectly fine with the 660. If anything, the A4 you have right now is bottlenecking the 660

It will last for a few years but it's still not the best upgrade you can do. It will probably last as long as the 660 will, maybe a little longer. If you want a good long term upgrade you'll need to spend around $300 on motherboard and CPU.

The USB on your case doesn't matter, it's whats on the inside that does

Nope. If you have an HP desktop then it will most likely be MicroATX though so you can't use ATX boards

I heard that I may have to call Microsoft because the Windows 8 OS I have is only tied to the HP Mobo.

Yes, it will be fine for pretty decent overclocks. It's quite a good FM2 board for the money.

Every board will OC the same on a particular chipset, but how long it will last is the question. With VRM heatsinks it prevents your VRMs from overheating which could decrease the lifespan of your board and your CPU if voltages aren't maintained properly.
