Every board will OC the same on a particular chipset, but how long it will last is the question. With VRM heatsinks it prevents your VRMs from overheating which could decrease the lifespan of your board and your CPU if voltages aren't maintained properly.

So you recommend the first mobo you showed me? I heard about people having trouble with it for some reason. How much can I OC the processor with its Stock Cooler and Mobo?
