i7 4790k OverClocking

Hi I will OC a i7 4790k, but i want a good cooler below 60$

I blanned to get the 212 evo or the Antec Kuhler H2O 650

which one to choose

212 evo = 27$

Antec Kuhler H2O 650 = 50$

will try to get minimum of 4ghz stable

A 212 evo is your best bang for buck. 

A water cooler under 100 dollars aren't very good because they have around the same performance with a good air cooler.

you won't be able to on a 212 Evo, if you want to get 4.8GHZ you would have to get a good chip (which you cannot control) and at least a H100i

for 60 bucks just get a decent air cooler. this will give you enough cooling potential to use up to around 1.25V and possibly get an oc of 4.0 to 4.4 GHz
