Should I return it to RMA

Could be, look for reviews to see if it's known to have a permanently running fan/loud fan, some PSUs fans run permanently.

 

Has it always done this? Is it a new PSU?

 

 

Could be a shoddy fan, is it making a grinding noise or something? 

 

and it should be exhausting air out the back.. not drawing it in, at low air flow levels you'll probably have a hard time determining which way air is moving. 

 

 

It's XFX so to be honest I'm not surprised.

 

Are you able to return the PSU or just get an RMA done?

Yeah I'd return it and get something else. There's plenty of better ones for around the same price, including the Seasonic G 550, the Rosewill Capstone 550 and Cooler Master V550. It might be 100W less but for a single GPU system you'd be hard pressed to see a difference with these higher end units.

 

 

If you are talking about the XFX Core Edition Pro650w, then there are people who complained about it being noisy. I would have suggested the XFX XTR series, as it has a switch that allow for the fan not to spin at lower loads as well as a quieter FDB fan.

 

 

So I thought that it might be that the temp is high in the room (about 35) so the fan is spinning fast, I turned on the AC and put the Case right under it (CPU temp goes down from 45 to 26)   :D anyway the PSU now is running quite as hell :D :D :D

I have XFX 650W pro series and on idle I can hear it and it draws cold air from backside ( my other PC fans are totally silent ) and under load I can hear it from outside the room So is that normal !?

It's XFX so to be honest I'm not surprised.
