If you're not in a hurry you can always wait for Broadwell and see if it's worth it then. Right now though, a 4790k will be enough.

I am a motion and graphic designer. I have I need to know if a six core cpu is worth it for photoshop, and after effects. I have 650 dollars to spend on a cpu, anything would help

A i7 4790k would be enough.

4790k will be more than enough. If you want, you can consider the 4930k, but the architecture is a bit old and will be worth it to wait for x99
