Just wondering if anodyne knows of free and relatively easy software to use to blur faces / license plates

Pretty much any video editing software (Premiere Pro, After Effects, Vegas, Final Cut, iMovie) but not sure about free.

What are your opinions on CyberLink PowerDirector 12 Ultra?  I found it on Amazon for $40 :o
