how to under volt fans?

so i have two fans in my pc (not including the gpu, cpu, and psu) one of my fans is plugged into a molex adapter and the other is on the mobo.

i want to under volt (slow down) the one on the mobo. how do i do that?

ignore the max speed, it glitches out when you stop the fan.

anyways its running at like 1900 rpm, how can i get it to like 1500?

There are few options. You can set it from BIOS to silent mode (doesn't always work with 3pins). You can use software to control it, like Gigabytes own or HWmonitor/OpenHardwareMonitor. Or you can buy voltage limitator or low noise adaptor. They cost around $5. And then there's fan controllers.
